“The U.S. Government is committed to protecting human life before and after birth,” says USAID in Review of Pro-Life Policy

The United States Agency for International Development (USAID) released a report Tuesday, reviewing the success of the Protecting Life in Global Health Assistance (PLGHA) Policy, which ensures that U.S. taxpayer funding is withheld from international organizations who promote or perform abortions.

The PLGHA Policy was enacted by the Trump Administration in 2017. After he entered office, Trump restored the Mexico State Policy – a policy first enacted in 1984 under the Reagan Administration to prevent global organizations promoting abortion from receiving taxpayer money.

After being declared constitutional, the policy has since been revoked and reinstated over the course of five different presidents since Reagan. Clinton overturned it in 1993, Bush reinstated it in 2001, and Obama overturned it in 2009.

President Trump reinstated the Mexico City Policy as soon as he assumed office, but he went further in enacting the Protecting Life in Global Health Assistance Policy. The PLGHA Policy “requires foreign non-governmental organizations (NGOs) that receive global health assistance…to agree that they will not perform or actively promote abortion as a method of family planning.”

“As the world’s largest bilateral donor to global health programs,” USAID wrote in a statement regarding the Review, “the United States remains committed to helping women and children thrive…”

“The U.S. Government is committed to protecting human life before and after birth,” this Review proclaims.

Of the 1,340 eligible to receive funding from USAID, the Review reported that only 8 declined to agree to the Policy.

Of those 8 that declined to agree, 3 reported that there was a disruption in health care services as a direct result of their declination. In the other 5 cases, however, there was no “disruption of health care or significant delays in the provision of services” and there was a successful transition of activities to other partners.

The Review also called attention to International Planned Parenthood and Marie Stopes International – two of the largest organizations fighting for a global right to abortion. Both organizations forfeited their ability to receive global health assistance due to their abortion advocacy.

USAID pointed to the pro-life dedication of President Donald Trump in the release of the Review, agreeing with his statement that the United States will “never tire of defending innocent life.”
